What digital transformation is and why it matters
Digital transformation of government is the fundamental rebuilding of how a public authority carries out its functions, serves citizens and business, and runs internal processes — on the basis of digital technology. It is not merely "buying computers" or refreshing a website; it is a change of operating model, processes and management culture.
It is important to distinguish two concepts: automation moves an existing paper process into electronic form, while transformation starts from the question of whether the process is needed at all. Why this matters today:

Electronic services
Moving services for citizens and business online: submitting applications remotely, tracking status, receiving the result electronically. At best the citizen does not file an application at all — the state proactively offers the service at the right moment.
Paperless workflow
Handling internal and inter-agency documents with an electronic digital signature. This speeds up processes, lowers the risk of losing a document and makes every step traceable (auditable).
Secure inter-agency communication
Official correspondence, decisions and data exchange between bodies — over encrypted, authenticated channels. Sensitive information must not travel through public messengers or personal email.
Data and analytics
Using accumulated data for decision-making: monitoring indicators in real time, spotting problem points, allocating resources based on facts.
Important: these directions are connected. Behind an e-service stands a paperless workflow, and behind that, inter-agency data exchange. Building one of them in isolation rarely delivers results.
Common barriers
Most digital projects stall or stop not because of technology but for organizational reasons:
- Siloed systems. Each agency has its own isolated database — data is not shared, and the citizen brings the same certificate over and over.
- "Digitizing" the old process. Electronizing an inefficient process only speeds up its inefficiency.
- People and culture. Staff skills and readiness for change are lacking.
- Security and trust. A data leak instantly undermines trust in the service.
- Vendor dependence. Lock-in to a foreign platform carries risks of price, support and sovereignty.
Data sovereignty and domestic platforms
Government systems process the most sensitive data — about citizens, the budget and critical infrastructure. That is why data sovereignty — storing and managing data within the country, under national legislation — is not a technical detail but a matter of national security.
A system tied to a foreign cloud or another jurisdiction does not return full control of the data to the state: it remains dependent on the laws, sanctions and pricing policy of another country. The advantages of domestic platforms:
- data is stored on servers inside the country;
- the system is adapted to national legislation and the e-government infrastructure;
- support is provided in the local language and time zone;
- dependence on a foreign vendor's geopolitical risks is reduced.
Stages of digitizing a public authority
A realistic approach is not "all at once" but a step-by-step movement:
- 1. Audit and inventory. Which processes exist, which consume the most time and resources, where data is stored.
- 2. Prioritize and pilot. Pick the 2–3 directions with the greatest impact and test them at a limited scale.
- 3. Redesign the process. Don't port the old one — remove the unnecessary steps.
- 4. Roll out and integrate. Connect the system to the existing e-government infrastructure and set up data exchange.
- 5. Train staff. Results are determined by people, not technology.
- 6. Measure and scale. Track indicators and replicate what worked across other directions.
